In the aftermath of the Russian Civil War, Bolshevik authorities centralized all publishing outlets of the newly-formed Ukrainian Soviet Socialist Republic. As a result of centralization, Vseizdat (All-Ukrainian Publishing House) was created in the spring of 1919.
