Gosizdat was established in Moscow in May 1919 via the merger of the publishing departments of VTsIK (All-Russian Central Executive Committee), the Moscow Soviet, the Petrograd (St. Petersburg) Soviet, the People's Commissariat of the RSFSR, and others.
